This structure was put in place well before the qual effort and I see no reason to change this. The qual effort can have its own tools but it needs to also contain the other pieces it depends on that the RTEMS project does not need or user. The tests built are stand alone executables and so could be built as part of the qual workflow contained in that repo.</p>
