BD Ring API. Testing has shown that this descriptor ring is also
succeptible to the same issues as the pbuf arrays under heavy load.</p>
<p dir="auto" style="color: #3a383f; margin: 0 0 1rem;" align="initial">rtemslwip/zynqmp/netstart: Drop core-zero locking of threads</p>
<p dir="auto" style="color: #3a383f; margin: 0 0 1rem;" align="initial">This removes the locking of emacps servicing thread to core 0 as it is
no longer necessary given the added locking around the BD ring
manipulations.</p>
