Rebuilding RTEMS problem.

I'm trying to rebuild RTEMS and am getting the following errors :

checking for CFLAGS_OPTIMIZE_V... (cached) -O

checking for CFLAGS_PROFILE_V... (cached)
checking for style of include used by make... GNU
checking for m68k-rtems-gcc... no
configure: error: no acceptable cc found in $PATH
make[2]: *** [tcb2] Error 1
make[2]: Leaving directory `/tcb2/rtems/build/m68k-rtems/c'
make[1]: *** [all-recursive] Error 1

I have a copy of cc.exe in my cygwin/bin directory and have re-installed 
cygwin with no help.  My mounts are as follows :
$ mount
C:\cygwin\usr\X11R6\lib\X11\fonts on /usr/X11R6/lib/X11/fonts type system 
(binmode)
C:\cygwin\bin on /usr/bin type system (binmode)
C:\cygwin\lib on /usr/lib type system (binmode)
C:\cygwin on / type system (binmode)
c: on /cygdrive/c type user (binmode,noumount)
d: on /cygdrive/d type user (binmode,noumount)
e: on /cygdrive/e type user (binmode,noumount)

Any ideas?
