RHEL4 is very old now. I am sorry you are stuck with it. :(
I actually has to give up on RHEL and choose between
Ubuntu 10.04 and OpenSUSE 11.0.
This is a choice between "cancer or pest" - Neither can be recommended.

openSUSE 11.0 has been discontinued in July 2010 and is dead.

Ubuntu 10.4 is not supported by us and would definitely not be my choice.
Which flavor of Linux would be better for the latest version
of RTEMS for software development ?
What to chose would depend upon your intentions.

For long term "maintenance" at present time, I'd recommend, in decreasing order:
1. RHEL6: Fairly current distro, supposed to be supported for ca 7 years.
Downside: No freely distributable versions available so far (CentOS6 isn't out yet).
2. RHEL5: Quite dated, but still sufficiently recent for RTEMS, still several years of maintenance ahead.
Free versions (CentOS5) available.

For active development, in decreasing preference:
1. Fedora 14 or Fedora 13.
2. When it'll be out: CentOS6
3. openSUSE 11.4 or 11.3
