So, just to make sure I understand you correctly, you are saying that using the
Priority queue, the semaphore is always "given" to the highest priority task
blocked on that semaphore, even though that task might be suspended? 
This way the lower priority tasks that are blocked on the semaphore won't get a
chance to run (because the high priority task is suspended and does not free
the semaphore).
Is this correct?
