RTEMS_INLINE_ROUTINE is defined as:

#  define RTEMS_INLINE_ROUTINE static __inline__
#else
#  define RTEMS_INLINE_ROUTINE static inline
#endif

We should remove this because the inline keyword is part of the ISO C 99
standard.
