I second this change.

Additionaly I think API calls along the line:

rtems_chain_get_with_empty_check() ...

would also be usefull.  These would return a bool that is true if the chain
just transitioned from non-empty to empty.

With this simple consumer/producer queues can be realized that request by e.g.
sending a event when the queue got just empty.
