New version of test -- no OBJCOPY

This is a new version of the test.  Now in libtests and named tar01.  It tests
tar from memory and tar from file.  Some details on the Makefile.am:

+ tar contents are generated completely by the Makefile.am
+ rtems-bin2c is used to process the tar file into .c/.h file
+ no objcopy
+ a follow up attachment has diff's to a few files

The only issue I have is that it creates a subdirectory which I do not see how
to clean.  We have CLEANFILES but it doesn't remove a directory.

The test should be building portably without objcopy.

Ignoring any issues on "what tar do we need", how does this test of current tar
capabilities look?
