I have just committed some minor modifications to the load tar and untar 
routines which allow them to untar archives created by GNU tar or PAX.

I have also modified the Makefile.am's for the tests being committed to
create the tar archives using pax.

We could stand a formal definition of what we can untar.  But for now,
we are using pax.
