If the Makefile.am doesn't contain the following line, then it doesn't have to
be set:

sp19_LDADD = $(MANAGERS_NOT_WANTED:%=$(PROJECT_LIB)/no-%.rel)

So any time MANAGERS=all, that line doesn't have to appear.
