The patch would be rejected because the retry setting is global to all devices.
We cannot be certain this is needed or the same value on all devices.

I am not certain all error recovery is the same for all types of devices. I
think it is still best for each device to handle its error retries and
timeouts. For example bus speed might need to change to handle errors and you
cannot handle this when driven from above.
