splits the file bspsmp.h into the files smp.h and bspsmp.h

This patch pulls all smp cpu methods and defines out of the file bspsmp.h and
into smp.h and leaves only the smp-bsp interface methods in bspsmp.h and it 
modifies the includes to use the new smp file.
