[Bug 1879] ctime/atime Issue on IMFS, DOS, and RFS

I have cc'ed you all on this PR because Xiang has caught a bug in the IMFS,
DOS, and RFS implementations.  He has provided a patch for IMFS.  Please review
the patch and see if you can provide a fix for another file system.

- Sebastian - DOS
- Till - NFS? [NFS may not have this bug.]

The tests in question are fstests/mdosfs_fstime and fstests/mrfs_fstime.

If you have trouble updating the fstests directory, just remove it and update
above it with -Pd.

Please attach any fixes to this PR.  I want to backport the fixes as necessary.
