I would the file kept because it is now I maintain the bitmap code in the RFS.
It is important. I also agree with your analysis that the code is not used and
therefore not built and prone to rot.

I think adding this to a public header and adding it to the library is the best
solution. I can then update an existing test to make the call and run the test.
Do you agree ?
