added upper boundary conditions check for:
- stringtounsignedchar.c

added low boundary conditions check for:

added exclusive case for stringtounsignedchar.c, where (UCHAR_MAX < ULONG_MAX)
and concerted value is between UCHAR_MAX and ULONG_MAX
