No.  I want to reiterate this No.  They are not OAR proprietary.  They were
submitted in the 1993-94 time frame by a user.   Before 4.0.0, they were the
core of the RTEMS build system.  They have continued to be used by the RTEMS
Project to build the CVS modules that are built after RTEMS is installed.  This
includes at least the following:

+ network-demos
+ examples-v2 (and its predecessors)
+ ada-examples

It is fairly common to write a script or Makefile that extracts information
from these and feed it into another build system.  I know the following items
in RTEMS CVS do that:

+ rtems-addon-packages
+ rtems-graphics-toolkit
+ rtems-testing for the GNU tools testing of C, C++, Go, and Ada.

The above are the uses that we have to address eliminate this from internal
RTEMS Project use.  I have no idea how many projects use it externally.  We
still have not determined that.
