[Bug 1765] Switch to ARM EABI version 5

Two remarks:

a) Instead of changing the current arm target to eabi, I am in favor
implementing an arm-rtemseabi target. 
Which exact target name would be an appropriate choice needs to be analyse and
discussed beforehand.

b) These patches are way too intrusive for inclusion into the RTEMS toolchain
through patches. I'd ask you to submit them upstream GCC such that the GCC arm
experts can review them.
