[Bug 1795] Add rtems_bsp_delay to sparc bsp's

PR1794 will do a sweep of ALL bsps with an agreed upon common name
for the delay routine.  This PR (1795) was using the common name 
"rtems_bsp_delay" so that the sweep of all bsps to the agreed upon
name would be easier.

We are attempting to keep the sweeping changes out of the smp PR's.
Additionally, we hope to have the outstanding smp changes commited
shortly and do not want them held up by name discussions.
