Patch version 1

The attached patch adds support for the Simple SMP Priority Scheduler.  It is a
very straightforward implementation of priority scheduling across multiple
cores.  It tries to be faithful to the behaviour of the Deterministic Priority
Scheduler and (when hacked to be the default scheduler), all tests pass.
