[Bug 1789] Add Simple SMP Scheduler

I would like to see some indication of scheduler overhead or runtime so that
users are not confused about it (not being hard realtime). Same goes for
regular simple scheduler. Since the default behavior is the priority-based
scheduler, I don't think this is a big issue.
