CONFIGURE_MEMORY_FOR_THREAD_READY_CHAINS default value

If we use CONFIGURE_CONFDEFS_DEBUG, there is no default definition of
CONFIGURE_MEMORY_FOR_THREAD_READY_CHAINS. This patch sets it to 0.
