I added this a couple of years ago before we had support in newlib (or the
location of off_t) and before I knew we had support for a 64bit off_t because I
needed 64bit offsets in the file system. A sample of host OSs showed various
ways of resolving this issue so I added this type to make it internal if we
decided not to adopt a 64bit off_t and a simple way to locate the places we
need to change to off_t if that way was selected.

Agreed this type can go and off_t can be used.
