POSIX.1-2001 marks ualarm() as obsolete and POSIX.1-2008 removes the
specification of ualarm().

In short: RTEMS should stop supporting ualarm and it be removed from the source
tree, if feasible (I haven't checked).

10 years of legacy support should be enough.
