Do we need the #ifdef or should we provide a default implementation (nop),
which would affect all targets but only for the boot/reset code if I understand
this patch correctly.

Also (Joel), would the start_multitasking be a good place to implement bringing
application processors online in SMP?  I don't remember off the top of my head
when/where that is done.
