Not clear to me why to make these changes. Maybe because the DHCP shares some
of this bootp code?

cpukit/libnetworking/nfs/bootp_subr.c:
* Shouldn't need to +#include <rtems/rtems_bsdnet_internal.h>

cpukit/libnetworking/rtems/bootp.h:
* needs licensing info in file header
