I'm ok with it. I guess the best thing to do is to create new kernel-visible
headers that include the RTEMS_APPLICATION "protected" code (mostly including
the inline file right now) and remove those sections from the existing score
headers? 

User APIs should continue to include score headers the same as before, but
internal score/kernel code will need to update the includes of score headers to
target the new kernel-visible headers. The changes seem mechanical in nature,
but widespread.
