Currently, the avr-libc headers embedded in RTEMS are version 1.6.8, so we have
the avr-libc dependency anyway.

Seeing as avr-rtems errors out when building without avr-libc, and there is no
clear tutorial on RTEMS about building avr-rtems, aside from the one I wrote
(which I put on the back-burner after gcc stage3 ended), I'm going to continue
down the avr-libc path, as evidently, it's a build-dependency.

If it turns out newlib is necessary for avr-rtems,the issue will be addressed
when it arises. We want to get all our architectures that we claim to work, to
actually work.
