The RTEMS tools should be at the front of your PATH.

I suspect you shouldn't be using /opt/rtems-4.11/bin in your PATH since you are
using rtems-source-builder which builds the tools for you. The tools will end
up in the bin/ subdirectory under the directory you provided to the --prefix
argument. Place that at the HEAD of your PATH.
