[Bug 2098] CLOCK_PROCESS_CPUTIME_ID

The problem occurred for the following BSPs:
v5282 csb360 gen68302 gen68340 gen68360 gen68360_040 pgh360

When I did

gmake RTEMS_BSPS="gen68340" CFLAGS+="CLOCK_PROCESS_CPUTIME_ID"

the next check ran by cpukit/configure test failed, which indicates to me there
might be an issue with either a -I is missing from the CPPFLAGS or the
m68k-rtems BSD ports may have issues.
