[Bug 2123] Could RSB automatically install autoconf/automake if the versions are too low?

The autoconf and automake configs failed to build when used.  If RSB can't
install these tools properly, the pre-build check should fail without the
proper versions of autoconf and automake, instead of waiting until the rtems
kernel fails to build with a bset.
