New description:

 sem_open in cpukit/posix/src/semopen.c lacks support of sem_opens's "mode"
 argument:

        sem_t *sem_open(const char *name, int oflag);
        sem_t *sem_open(const char *name, int oflag,
                        mode_t mode, unsigned int value);

 The RTEMS implementation only pretends to be supporting it,
 which also reflects in a GCC warning:
 cpukit/posix/src/semopen.c:51:30: warning: variable 'mode' set but not
 used
