New description:

 newlib lacks the defines O_DSYNC and O_RSYNC
 required by the "Synchronized Input and Output" (SIO)
 extensions to OpenGroup/POSIX's fcntl.h.

Comment:

 Newlib still doesn't have O_DSYNC and O_RSYNC. Per the 2013 standard, they
 are part of the Synchronized I/O option.

 We should at least investigate this before 4.11. If it is appropriate to
 add the constants, we should.

 But we have no code using it.
