 The file rtems/Makefile.maint has the scripting in it for what needs to be
 updated and committed before tagging a release. It also includes the
 procedure for making a tarball with bootstrap'ed contents and cached files
 removed.

 This needs to be updated/rewritten for git so we can make releases from
 4.10 and 4.11.
