 libtests/configure.ac checks for pax, but has no logic to deal with it not
 being present. This presents itself as a bizarre looking build failure of
 dl01. I have seen a few people trip over this.

 However, this afternoon both Gedare and a student mentioned seeing this
 and neither had a clue of the issue, I think this needs to be addressed.

 Sound configure fail if pax is not present or should dl01/dl02 not be
 built?
