 Windows tools on MSYS2 build and work fine locally. We tried to tar up the
 install directory and move them to another machine. This failed due to
 shared library dependencies. I thought we were trying to avoid shared
 library dependencies.  Should we build static tools on Windows?

 The subsequent make died with:
 /rtems/4.12/bin/i386-rtems4.12-gcc.exe: error while loading shared
 libraries: ?: cannot open shared object file: No such file or directory
