 In capture engine, capture_flags_global is set to RTEMS_CAPTURE_ON when
 'cenable' command is run, but the 'ctrace' command exits incorrectly due
 to the following if condition:
 if ( (capture_flags_global & RTEMS_CAPTURE_ON) != 0 )

 This should be replaced by:
 if ( (capture_flags_global & RTEMS_CAPTURE_ON) == 0 )
