 BuildBot needs to be running for milestone:4.12

 I will implement it using:

   * RSB for parallel bootstrap
   * Create a tarball from this bootstrapped code.
   * Upload to a central area
   * Build '5' reference BSPs that should always build
   * Once the 5 clear the rest of the BSPs will start building to do a full
 run.

 Mutex will be used for this purpose.  No real ETA yet but I am working on
 it.  I will be running this on a separate master instance of BuildBot as
 this will be an LTS setup.
