New description:

 Add an option --with-package-url to the RSB to force download of source
 from the projects home page. This is the default download path for the
 source is using the RSB from git.

 This is need during the release process for RTEMS otherwise the RSB
 attempts to use the RTEMS ftp size and if using https it return an error
 message as a valid page which does not pass the checksum.
