 I thought I had added this comment already, but I don't see it. There was
 some resolution to this issue on the FreeBSD forum:

 I tried
 setenv LC_COLLATE C
 ...

 and tried
 sudo env LC_COLLATE="C" ...

 both with the same failed result as building with attempting to set this.

 Not sure where to go with this issue. It seems to have "suddenly appeared"
 in my 11-release jail that I had *thought* previously worked.
