 Currently, one interrupt server is created for each processor in the
 system.  This should be more configurable by the user, e.g. add an
 alternative initialization routine that uses a configuration table with
 various options. The interrupt server API uses a server index to identify
 a particular server, this can be mapped to the configuration table index.
