 The problem with ARM is the bset file includes an arch specific cfg file.
 This patch needs to be added to that file.

 I suggest you create a new cfg file with just this patch, remove it from
 config/tools/rtems-gcc-4.9-newlib-2.2.0-1.cfg, then include the file. Also
 add the include to config/tools/rtems-arm-
 gcc-4.9.3-newlib-2.2.0-20150423-1.cfg.
