 I can confirm this is the issue. The `4.11-branch` build also done in
 `sync` uses a `virtualenv`. You can review the build on `docs.rtems.org`
 for example https://docs.rtems.org/branches/4.11/c-user.pdf.

 I will update the release scripts to use a `virtualenv`.
