 https://devel.rtems.org/wiki/TBR/UserManual/Quick_Start seems to be
 redundant with
 https://docs.rtems.org/branches/master/user/start/index.html#quick-start

 We need to review the Sphinx version for completeness versus the Wiki and
 eliminate the Wiki page including changing references to the Wiki page to
 point to the Users Guide.

 That should allow the page to be deleted.

 This may also apply to the 4.11 branch since we probably want to be
 consistent.
