 It's probably a custom CGI they created.

 The real fix for this is to move to Mailman v3.  Here is an example setup:

   https://mail.python.org/mm3/

 The new frontend !HyperKitty has a lot of functionality and also static
 email URLs.  Which unlike v2 don't randomly change.
