 config: Improve EDF SMP scheduler configuration

 Use CONFIGURE_MAXIMUM_PROCESSORS to configure the EDF SMP scheduler
 context.  This avoids hard to debug configuration errors resulting in
 memory corruptions.

 Close #3815.
