 Add support to the RSB for BSP build sets. The support includes building
 3rd party packages for a BSP.

 1. Add BSP buildset support
 1. Build packages for a BSP
 1. Stage buildset builds if not the outer build so dependent packages and
 be built before a package and used
 1. Fix packages to support staged builds
