 Add a simpler TFTP server that can have multiple instances on different
 ports running at once. Allowing more than one TFTP server to run at once
 is the first step to letting `rtems-test` run parallel hardware test jobs
 if the user has more one piece of hardware available for testing. Parallel
 hardware testing will speed up the time it takes to run the tests on
 target hardware.

 This feature combined with the `rtems-tftp-proxy` lets a standard
 bootloader configuration be integrated into a parallel hardware test set
 up.
