 This fails when the prefix already has a toolchain in it. It works if
 built into a new prefix.

 The test sweeper I am using builds tools, then proceeds to go over
 individual test cases. This results in a repeatable failure.

 If I need to, I can build the BSPs into a special install point, unique to
 each BSP. But I suspect that building two BSPs from the same architecture
 into the same prefix is sufficient to trigger this condition.
