 Remove the legacy networking stack from `rtems.git` and place it in new
 top level repo `rtems-legacy-network.git`.

 The initial tasks are:

 1. Move the code to a new repo

 2. Add `rtems_waf` support to build it

 3. Clean out BSP references to network interfaces or drivers
