 bsps/sparc: Improve interrupt affinity support

 Fully support the interrupt extension API to set/get the interrupt
 affinity.
 Remove LEON3_irq_to_cpu which defined the interrupt to processor mapping
 in a
 BSP-specific way.

 Update #3269.
